Turning Coal Ash into Opportunity: New Pilot Plant and Jobs Initiative in Pennsylvania

A new industrial initiative in Western Clinton County is gaining attention as Anesidora Enterprise advances a project expected to create 10–50 local jobs, with a strong focus on next-generation mineral processing. In partnership with Avimetal, the project will begin with a 10 tons-per-day (TPD) pilot plant, utilizing coal ash as a primary feedstock—reframing industrial waste as a potential source of valuable materials, including trace platinum group metals (PGMs). The facility will be housed in a 50,000 sq ft building, with expansion capacity to 100,000 sq ft, positioning it for significant scale-up.

What makes this project particularly notable is its long-term vision. The site is planned to evolve into one of the largest smelting facilities in the eastern United States, featuring Avimetal’s high-temperature fusion hybrid-plasma system combined with a fully enclosed, 100% environmental control system. This ensures both high-efficiency metal recovery and strict compliance with modern environmental standards.

At the core of the operation are Avimetal’s advanced technologies, including electrowinning and electrorefining systems, which enable selective recovery and ultra-high purity refinement of noble and critical metals. The pilot system integrates traditional and advanced processing methods to maximize recovery efficiency and flexibility across varying feedstocks .

Looking ahead, the project is designed for expansion to 500 TPD processing capacity, creating a scalable platform for domestic metal production while supporting local economic growth. If successful, this facility could redefine how coal ash and similar materials are utilized—transforming them from environmental liabilities into strategic resources for the U.S. supply chain.
